Heat olive oil in a large skillet over medium heat. Add in the onion, bell pepper, salt, and pepper cooking until tender and golden brown, about 6-9 minutes.
Add in the sliced ribeye, garlic powder, Worcestershire sauce, and cook until the steak is fully cooked, about 4 minutes.
Preheat oven to 350 degrees F and without separating the buns, slice them horizontally to separate the tops from the bottoms.
Place the bottom half on a parchment lined baking sheet. Spread the meat mixture evenly over the buns, top with a layer of provolone cheese, and place the top buns back on to create a sandwich. *If using mayonnaise, spread on the underside of the top buns before placing on top of cheese.
