Grease a muffin tray OR use liners.
In a bowl, combine the flour, cocoa powder, baking powder, baking soda, and salt.
In a separate bowl, combine the egg, milk, brown sugar, white sugar, vanilla extract, and oil.
Add the dry ingredients into the wet ingredients and stir until just combined.
Add in the mashed banana and chocolate chips.
Pour mixture into muffin cups (or loaf pan) about 2/3 full.
Place tray in preheated oven, 350 degrees, and bake for about 20-23 minutes, or until toothpick comes out clean once inserted in center of muffin.
Remove from oven and allow to cool a few minutes before serving!
