Line a 9x9 baking pan with foil and cooking spray, preheat the oven to 350 degrees, melt butter with chocolate chips, mix sugar, eggs, and vanilla in a bowl, blend in the butter/chocolate mix, fold in flour and salt.
Bake half of the batter for 20 minutes, cool, melt caramels with cream and salt, pour over brownies, add remaining batter, bake again for 20 minutes, sprinkle with salt, cool, and enjoy after removing from the pan.
