In a dutch oven, cook the meat over medium heat until no longer pink.
Add in the garlic and onions and cook until translucent, about 6-8 minutes.
Stir in the water, tomato sauce, diced tomatoes, soy sauce, Italian seasoning, and seasoned salt. Bring to a boil, reduce heat, cover with lid, and simmer for about 20 minutes.
Add in the uncooked macaroni and simmer over low heat for about 25 minutes, or until pasta is tender.
Remove from heat and serve in bowls!
